Desert AIDS Project – Palm Springs, CA
Reporting to the CEO, the Chief Financial Officer directly manages the finance, treasury, accounting, tax, and contracts functions for the Desert AIDS Project. The CFO oversees a total accounting staff of four direct reports: a Controller (currently vacant), a Cost Accountant, a Senior Staff Accountant, and a Staff Accountant. D.A.P. has multiple annual audits, both fiscal year and grant focused. The fiscal year begins on July 1.
Chief Financial Officer Desert AIDS Project
Accounting Operations
- Supervise finance staff and implement daily accounting operations, set priorities and review work to ensure accurate, complete and timely account processes and reporting, verify payroll and cash disbursements.
- Provide training and workshops on finance department policies and procedures for department managers, including orientation of new employees and board members.
- Develop goals and objectives for the finance staff regarding short and long range accounting projects such as new accounting modules implementation and the addition of new programs and locations.
- Communicate with program directors and managers to assist in financial fund, account, department and project coding of expenses and revenues.
Budgeting & Forecasting
- Develop plans and detailed “bottom up” forecasts and budgets.
- Develop monthly performance reporting packages for the program departments. Meet with program managers on a monthly basis to review financial performance, variance from budget and spend down of government and private grants.
- Supervise administration of nearly 60 government and private grants including budgets, budget modifications, cost reports, and invoicing. Also, supervise funding agency audits.
- Prepare detailed monthly reporting packages for the Finance Committee of the Board.
- Forecast revenues, expenditures and year-end balances on an accrual basis.
Treasury & Cash Management
- Manage Center’s banking relationships including treasury services, investments, and line of credit under the guidance of the Finance Committee.
- Monitor all investment accounts, including endowment and operating reserve accounts and the 401k plan, for compliance with investment policies, money manager activity, investment fees, income and loss on investments. Attend quarterly meetings with investment manager and Agency leadership.
- Project cash flows and maintain cash management and working capital controls, including management of idle funds, short-term financing and timely payment of obligations for the agency.
- Participate in strategic financial planning for the agency.
Reporting
- Communicate and enforce month-end closing cut off dates to meet external invoicing and reporting requirements and allow for timely preparation of the monthly board report.
- Coordinate the preparation and filing of required government reports, including the negotiated indirect cost proposal (NICRA rate) with HHS, and federal and state informational returns, as well as required FQHC and 340B pharmacy program reports.
- Ensure that the Agency is in compliance with all private sector funding grants and with their reporting requirements.
- Create and maintain strategic financial reports and provide sound analysis of financial information to the CEO, program directors and Board Members as requested.
- Attend and present financial information at Finance and Audit Committee meetings.
Internal Controls
- Supervise the evaluation, upgrade and documentation of internal controls.
- Establish internal audit and financial related corporate compliance policies and procedures as required for compliance with all funders, FQHC requirements, the CEO and Board of Directors.
- Ensure the safeguarding of agency assets and confidential corporate documents.
Audits
- Work closely with independent auditors and tax accountants.
- Review and assist in the preparation of all audit schedules and perform analysis as needed for all types of audits of agency activities that require financial reports or expense tracking.
Systems Management
- Oversee the integration and synchronization of Raiser’s Edge, Financial Edge & Counterpoint POS system into the agency’s Blackbaud operating systems.
Other Duties & Responsibilities
- Assist in the review and finalization of contractual relationships with insurance companies, healthcare HMO’s and IPA’s to maximize program services to identified populations for healthcare related services.
- Analyze financial information to recommend efficient use of resources and procedures, provide strategic recommendations and maintain solutions to business and financial problems.
- Handle a variety of special projects, and other related duties, as assigned.
- Evaluate acquisitions.
Professional Requirements
The ideal candidate will have knowledge of FQHC, governmental and grant accounting/reporting requirements. Candidates with CPA designations are preferred, as are candidates with an MBA and auditing experience. Experience in a large and complex human service organization involving healthcare is desirable.
Minimum requirements include a Bachelor’s degree from an accredited college or university, preferably with a degree in accounting or finance. The candidate must have at least 10 years of experience working in a combination of healthcare (preferably FQHC), nonprofit and grant-funded organizations. S/he should have held a senior management position in finance for five or more years. The candidate must be highly proficient in the use of fund accounting software. Experience with the Blackbaud Financial Edge and related software programs would be a plus.
The CFO must be a seasoned professional with the following minimum requirements:
- Experience working in healthcare reimbursement financing; state and federal accounting regulations; principles and practices of financial administration, organization dynamics; planning, coordinating and directing a complex financial operation; problem solving and communication and grants management and reporting. FQHC experience would be a significant advantage.
- Direct responsibility for financial investment and budgeting areas plus demonstrated ability to correlate financial/accounting management functions with agency program objectives and strategies.
- Knowledge of nonprofit accounting principles and practices, government contracts and grants administration.
- Knowledge of tax issues for nonprofit organizations.
- Excellent verbal and written communication skills, including strong organizational and interpersonal skills.
- Superior computer skills and knowledge including work processing, database operations, Excel spreadsheets, and other software systems.
- Demonstrated ability to work effectively with people of diverse races, ethnicities, gender identities, ages and sexual orientations in a multicultural environment.
