The Consortium for Elections and Political Process Strengthening (CEPPS) is a legal joint venture of three equal partners: the International Foundation for Electoral Systems (IFES), the International Republican Institute (IRI), and the National Democratic Institute (NDI). CEPPS was created in 1995 to address the unique challenge of providing democracy assistance under a global cooperative agreement to a variety of local democratic institutions without creating conflicts of interest or undermining the independence and identity of local beneficiaries. This nontraditional partnership structure enables coordinated programming, while allowing each CEPPS Partner to use its individual institutional identity, expertise and network to support different components of the political process in a way that reinforces the distinct but complementary roles of local political actors. CEPPS’ collaborative approach draws on the strengths and resources of all of its partners and allows for joint assessments, rapid start-up, as well as a division of labor to maximize results, rather than utilizing the limited capacities of a single organization.

The Consortium for Elections, and Political Process Strengthening (CEPPS) is implementing the Elections: More Inclusion, Less Violence Project. Overall, the project aims to institutionalize processes to mitigate the risks for political violence and illicit financing of electoral campaigns. The project also seeks to increase the participation of cisgender and transgender individuals in the electoral process. To this end, CEPPS seeks a consultant to be part of a team to conduct a baseline assessment of organizations representing the LGBT population in Guatemala and barriers to their political participation, including cultural, socioeconomic and political factors, with particular emphasis on organizations representing transgender women. The consultant will also provide targeted advice to the Guatemalan electoral authorities on more inclusive strategies for members of the LGBT community in the electoral process.

In coordination with project staff in Guatemala and at headquarters, the consultant will:

  •  Support the team to design and develop quantitative and qualitative methodology to conduct a baseline assessment of organizations representing the LGBT community in Guatemala, as well as actions being taken by the government, political parties and international donors;
  • Conduct a desk review of current laws on the participation of LGBT in public life in Guatemala;
  • Support the team to map out the LGBT organizations in Guatemala;
  • Conduct individual interviews, surveys and focus groups with members of the LGBT community, and other relevant stakeholders to identify political, cultural and economic barriers to their political participation, as well as their needs.
  • Analyze the data and prepare a detailed assessment report with findings and recommendations.
  • Support the team in developing and refining an assessment tools to evaluate the capacity of selected partner organizations.
  • Provide targeted technical assistance to the electoral commission to develop and implement more inclusive strategies to improve the participation of the LGBT community, particularly transgender population.

Qualifications:

  • Master’s degree preferred with 5+ years of experience in social science, political science, international development or related field;
  • Demonstrated experience working with the gay, lesbian, bisexual and transgender communities conducting similar assessments, advocacy or related activities;
  • Ability to demonstrate sensitivity to members of the gay, lesbian, bisexual and transgender communities;
  • Familiarity with USAID’s LGBT Vision for Action
  • Ability to mentor others;
  • Excellent writing and communications skills;
  • Fluency in Spanish a must
