The Asylum Project Program Coordinator has oversight for the day-to-day administrative, logistical and clinical operations of The Asylum Project. This includes, but is not limited to, case management, ensuring cross-program cooperation and consistency of services, adherence to regulations and standards, and development of and adherence to agency and program policies and procedures. In collaboration with other staff and agencies, the Asylum Project Program Coordinator assists and supports clients in applying for asylum with the U.S. government; job readiness; financial stability; independent living; and other life-saving services, as needed.

Primary Goals:

  • Responsible for the safe and orderly operation of The Asylum Project.
  • Directly provide case management to clients.  Ensure clients receive services in accordance with their needs and consistent with controlling regulations and standards.
  • Ensure clients’ safety and the safety and integrity of the physical environment.
  • Ensure compliance with regulatory requirements (fire safety, etc.).
  • Provide policy guidance and assist in the development of program policies and procedures.
  • Actively support Open Book Management activities and initiatives; participate in the development, implementation, evaluation and modification of agency policies and procedures.
  • Be on-call, as needed.
  • Conduct weekly inspections of The Asylum Project apartments, to ensure compliance with requirements, cleanliness, and proper upkeep of the property.
  • Ensure that residential files are properly maintained and kept up to date in accordance with company policy and regulatory agency requirements. Prepare and maintain appropriate residential files, records, correspondence and file notes.
  • Actively support and implement agency QA initiatives, processes, and policies.
  • Assess clients’ needs for services and provide counseling accordingly, including planning with regard to health issues; legal issues; job readiness; financial stability; and independent living.
  • Ensure effective use of e-ICare and e-Clinical Works; ensure use of the patient portal by clients; develop and maintain Service Plans and assessments with clients.
  • Participates in case conferences and weekly supervision.
  • Strongly and enthusiastically support and participate in advocacy and direct action to end the twin crises of AIDS and homelessness.
  • Other duties as assigned.

Job Functions

  • Conduct case management sessions with residents on an at least weekly basis.
  • Facilitate and/or participate in the Asylum Project monthly evening meetings and the bi-weekly Asylum Project workgroup meetings.
  • Screen, interview and coordinate the selection of new residents with the Managing Director of The Asylum Project. 
  • Facilitate the completion of all required paperwork and documents for new and continuing residents.
  • Support clients in achieving the following goals: legal asylee status with the U.S. government; job readiness; financial stability; and independent living. Goals will include other life-saving services, as needed.
  • Work with the Managing Director of The Asylum Project and clinical program staff to ensure that residents establish and maintain all benefits and entitlements that they qualify for.
  • Serve as the program liaison with funding and public assistance agencies for the purpose of obtaining and maintaining full and timely payments; trouble-shoot with entitlement agencies.
  • Complete required reports and submit them on or before prescribed deadlines.
  • Assist in obtaining and completing MOU’s with outside agencies, as needed.

People & Teamwork:

  • Maintain enthusiastic motivation and alignment to achieve the organization’s goals; ensure that accountability and learning systems are in place and used effectively.
  • Demonstrate excellent teamwork and foster this with all coworkers and clients.
  • Build relationships with other Housing Works departments.
  • Maintain excellent job performance; be receptive to coaching, counseling, and, as applicable, corrective action.

Advocacy:

  • Participate in advocacy and direct actions to end the twin crises of homelessness and HIV/AIDS.
  • Provide and conduct regularly advocacy meetings with clients on issues relating to clients needs.
  • Ensure that every client participating in The Asylum Project conducts advocacy relevant to the anti-LGBT practices in his or her home country.

Skills/Qualifications:

  • A bachelor’s degree in Health, Social Work or a related field.
  • Experience with and a basic understanding of NYC and NYS benefits and regulations.
  • Basic understanding of steps and processes on seeking legal Asylum status with the U.S. government; and a basic understanding of international laws, persecution and discriminatory practices based on real or perceived LGBT status.
  • Dependable & flexible as well as possessing the ability to maintain a high level of confidentiality.
  • Demonstrated ability to manage information, including the maintenance of complete and accurate financial records and resident files.
  • Ability to learn and become proficient with case management software.
  • Good communication skills, both verbally and written, including the ability to communicate with all levels of management.
  • Strong interpersonal, coaching and administrative skills.
  • Strong mathematical, analytical and strategic skills.
  • Ability to prioritize and multi-task.
  • Must be proficient in Microsoft Outlook and Office (Word, Excel, and PowerPoint).
